wrong council email

Sorry about that!  Turns out that the _Council address only works if you're inside the town's system.  So, unfortunately, to send to all council members, you have to copy in this string of email addresses:

karen.sorensen@banff.ca; stavros.karlos@banff.ca; paul.baxter@banff.ca; brian.standish@banff.ca; grant.canning@banff.ca; chip.olver@banff.ca; leslie.taylor@banff.ca
